Use The GEGL plug-in with Gimp
GEGL is a plug-in library that comes bundled with Gimp. It adds effects to your Gimp design work. These effects are noted as "operations" and you will see them in a dropdown list format. Below you will find a short tutorial I mocked up for it's use.
City Life - Dreamy Dioram Effect
While on vacation with family, driving through Puerto Rico, we captured a breathtaking shot of downtown San Juan. Here is the original photo.
Download Gimp 2.6+ and load a simular photo
Once the photo is loaded, use the "Ellipse Select Tool" to wrap around the focal point of your photo. For me it was the street
After making a circle to capture your focal point, press CTRL-I to invert the selection
Go to Select > Feather and put in any value between 400 and 500
Go to Filters > Blur > Gaussian Blur and put in a value of 11
Then press ok
To brighten thing up, go to Colors > Curves and adjust the curve to your likings
Finally go to Tools > GEGL Operation... and select "brightness-contrast" from the drop-down options. Set your Contrast to 1.28. Press ok - Done
